A pilot program has been put in place since March making the Plaza de Armas a traffic free zone. Before around 1,500 vehicles would pass through the plaza every hour.It is part of the “plaza para todos” – plaza for everyone – campaign. The pilot, intended to identify possible problems and their solutions, is set to finish on the 19th April. The general manager of the municipality, Mercedes Arce said: “as we said throughout the campaign, we want to reclaim the plaza for Cusquenans and for the promotion of tourism. After the pilot has finished they will put a plan forward for the permanent pedestrianization of the area. Of course they will have to consider solutions for the people as well as the schools and businesses around the plaza and in the area of San Blas, who now have very limited vehicle access. Critics of the plan have questioned the logic in closing the plaza to traffic without any studies into the effects and without having planed alternatives for those affected.
